Moose Toys had success with their line of Trash Pack collectible figurines targeted towards boys but lacked a market for girls. Co-chief Paul Solomon credits his mother Jacqui Tobias, director of girls’ products, for the idea of Shopkins. Shopkins were designed and developed by Moose Toys in Melbourne in April 2013.
